Equitable Equipment of Madisonville, LA built this tug in 1944 as the ST-707 for the U.S. Army. In 1960, she was transferred to the U.S. Army Corps of Engineers and renamed Forney. She was initially stationed in Buffalo, but moved to Detroit in 1965 and remained there until her retirement in 2003. She was sold to Arrow Mueller of New York, NY but remained laid up in Detroit. In 2004 she was sold again to a private party in Manitowoc, WI. The Forney moved to Manitowoc but remained inactive. In 2007 she was purchased by Heritage Marine of Duluth, MN, who renamed the tug Edward H. and placed her back in commercial service. In 2017, the tug was sold to Marine Tech LLC of Duluth, MN and renamed Jean C. In 2018, the tug was sold again to the J.F. Brennan Company of LaCrosse, WI and renamed Bulldog.

Bulldog is active in the dredging and contracting trades around Lake Superior.
